The perception of matter along with the equivalence of inertial and gravitational mass, push-cause-gravity and the polarity of electric charge are here explained in view of a plenum, tired light theory and a recycling process consistent with the value of the Hubble Constant. Although established physics now contends that explanation beyond the observable world is invalid, the consistency of explanation here given indicates it is useful for the understanding and formulation of theory.

Although the ?ther nowadays is generally regarded as scientifically invalid, the only consistent explanation for the constancy of light speed is according to it. Could it be the means of explaining the physical nature of our world just as well? Explanations are here given with regard to the nature of mass, light, energy, gravity and so forth. Gravity is explained as a push action in view of a ?tired light? theory with regard to an infinite universe that divides into observable parts. The push action results in a gravitational effect consistent with conservation of momentum, Newton's inverse-square-law, spacetime curvature of general relativity and the probability condition of quantum physics. How the continuous creation of gravitons does not result in them filling up more of space is also explained. There is further explanation with regard to how gravity is a particular aspect of ?The Electric Universe?. The underlying nature of electric charge is also explained.

After Einstein inserted a cosmological constant into his field equations for a repulsive force that would prevent a finite universe from collapsing by gravity, Alexander Friedmann concluded an infinite number of models were possible. A model now established is that of Big Bang Theory (BBT) whereby the universe has expanded from a miniature volume of space and somehow the rate of expansion has increased, in theory, by some mysterious presence of dark energy. However, what complicates this model is the Cosmic Coincidence whereby the present rate of expansion equates to the ratio of gravitational and electrostatic forces. Another model of the universe is thus proposed whereby General Relativity Theory (GRT) is to be modified to somehow comply with the Cosmic Coincidence.

The Recycling Universe is similar to Steady State Cosmology except that it is neither assumed to be finite nor expanding. The Hubble Constant relates instead to a loss of energy in similar manner of the tired light' theory proposed by Lyndon Ashmore. His theory entails a quantum loss of energy absorbed by plasma in intergalactic space. The absorption of light energy is in proportion to the energy of the photon absorbed and reemitted, as according to the probability conditions of quantum principles. The captured energy becomes an increasing cosmic microwave background radiation. In the Recycling Universe the CMBR constitutes a recycling process. There is a Doppler shift from relative motion and gravity of light interacting with plasma and matter that results in the gravitational effect itself. In addition, the plasma in intergalactic space absorbs the CMBR for replacing galaxies and stars that burn out of existence.
